Permits, Zoning and Septic in Boise
The building permit, the zoning and the septic permit can come from three different offices. Here is who decides each part in Boise, taken from the office or document that publishes it. Rules change, so check them again against your parcel before anything is drawn.
City of Boise Planning and Development Services, Building Division
Inside the city limits, the Building Division of Planning and Development Services issues building permits and oversees building construction, and inspections run through the same division. A barndominium lived in as a home is permitted as a new house. Plumbing, electrical and mechanical work carry their own city permits. A parcel outside the limits falls under a different office, so check the county page for rural land.

City of Boise Public Works, sewer and water renewal
Boise's sewer is more than 1,000 miles of pipe carrying used water to the city's water renewal facilities, and the city states that residential and commercial buildings must connect to it. Connection and assessment fees buy capacity in the system; the line from the house to the edge of the right-of-way is a separate cost.

- Boise River and foothills flood risk
- The city takes part in the National Flood Insurance Program because of significant flood threats from the Boise River, the foothills gulches and several intermittent stream channels on the upper bench. FEMA issued new Flood Insurance Rate Maps for Boise on 19 December 2019, and Planning and Development Services can give an owner the flood depth for a lot (read 27 Sep 2026).

- After a fatal foothills fire in 2008, the Boise Fire Department designated specific wildland-urban interface (WUI) areas and adopted building and fire prevention codes specific to them, so a home on a lot inside one of those areas is built to that extra set of rules (Wildfire Mitigation page, read 27 Sep 2026).
- Septic beyond the sewer
- Where there is no sewer, Central District Health's Environmental Health Specialists permit septic systems across Ada, Boise, Elmore and Valley counties. After the drought emergency declared on 13 April 2026, CDH warns that groundwater monitoring done this year may have to be repeated in a later year, which can delay a septic approval (read 27 Sep 2026).

Building on land near Boise
Start with the city's GIS property viewer, which shows the zoning district, then the flood maps, which show whether the lot sits near the Boise River or a foothills gulch. Most neighbourhoods are platted subdivisions, and some carry covenants on siding, roof pitch or outbuildings, so read the CC&Rs as closely as the zoning. Foothills lots bring slope, wildfire construction details and longer utility runs. Confirm the sewer route and the connection cost early, since every house in the city ties in. If a ditch or irrigation lateral crosses the lot, find out who holds the easement before you site the shop. For real acreage the search usually moves south and west into rural Ada County, or across the county line into Canyon County.
