Barndominium Builders in Star, Idaho
Star is a fast-growing city on the Boise River whose limits cross from Ada County into Canyon County, and it still has farm ground inside and around it. That mix makes it one of the better places in the valley to look for a barndominium lot: newer subdivisions with room for a shop bay, and bigger parcels at the edges where a full shop house can sit back from the road. Inside the city limits the Star Building Department reviews and inspects the home and the Star Sewer and Water District provides sewer inside its service area. Outside the limits, the county the parcel sits in takes over, so the first job is to confirm the jurisdiction. Barndominium kits work well here for owners with their own crew and a level pad; a pole barn home suits the larger edge parcels with a wide clear-span shop; and a custom plan handles subdivision covenants on the smaller lots. For rural ground, see our Ada County and Canyon County pages. Send us the address through the survey and we will confirm the city line, the zone and the flood map first.

Permits, Zoning and Septic in Star
The building permit, the zoning and the septic permit can come from three different offices. Here is who decides each part in Star, taken from the office or document that publishes it. Rules change, so check them again against your parcel before anything is drawn.
City of Star Building Department
The Star Building Department administers and enforces the adopted building codes and the city's Unified Code for development within the City of Star. Permits are applied for and inspections scheduled only through the city's online permit portal, where contractors and owner-builders must register first. Land outside the limits falls under the county where the parcel sits.

City of Star Planning and Zoning Department
Star's Planning and Zoning staff administer the Unified Development Code and the city's other land use ordinances, and ask anyone starting a brand new project to book a pre-application meeting before submitting it. South of the Boise River the city has adopted a sub-area plan for farmland it expects to develop over decades.

Star Sewer and Water District
The Star Sewer District formed in 1966 to give the City of Star central wastewater treatment and now provides water and sewer to more than 5,500 customers. It is legally and operationally separate from the city, with its own elected board, so sewer questions go to the district rather than city hall.

- One city, two counties
- The city's 2025 demographic report places Star in southwestern Idaho in Ada and Canyon Counties, adjacent to Eagle, Meridian, Middleton and Nampa, so a Star parcel's county records, assessor and rural health district depend on which side of the county line it sits (report read 27 Sep 2026).
- Floodplain development permit
- Star requires a development permit before any construction, filling, grading or excavating in an area of special flood hazard, and asks owners to meet the City Zoning Administrator before starting such work (Flood Plain Development page, read 27 Sep 2026).
- Owner-builder permits
- A homeowner who pulls a Star permit must do all of the work on it, may do so on a primary or secondary residence without registering as a contractor, and must plan to live in the home within 12 months of completion; otherwise a licensed contractor pulls the permit (Building FAQ, read 27 Sep 2026).

Building on land near Star
Star parcels need three checks before design. First, the city line: the Ada County assessor's map shows city boundaries, and the county line through the area decides which county records and rural offices apply. Second, the flood map, since land near the Boise River may sit in a special flood hazard area that needs its own development permit. Third, utilities: inside the district you connect to district sewer, while a rural parcel needs a septic permit from Central District Health on the Ada County side or Southwest District Health on the Canyon County side, and a well needs an IDWR drilling permit. Where a ditch crosses the parcel, keep structures out of its right-of-way.
