The application warns that an accessory building may not be lived in as a dwelling unless the city specifically authorizes and permits it. Land beyond the city line goes to the county building office instead.

Rathdrum's wastewater is carried to the City of Post Falls Water Reclamation Facility, which treats the combined flow from both cities. A house inside Rathdrum's sewer area connects to that system; outside it, septic permits come from Panhandle Health District.

- Kootenai County's Building Division says its jurisdiction covers structures erected in the county but not within city limits, and it lists pole barns, garages and single-family dwellings among the buildings it permits. Building on land near Rathdrum
Around Rathdrum the land question is really a septic question. Lot size matters far less on city sewer, but unsewered ground over the aquifer generally needs five acres before Panhandle Health District will permit a septic system, so a cheap two-acre lot may not carry a house at all. Confirm which side of the city line the parcel is on, whether sewer is available, and the zoning, before you make an offer. Plan the shop as part of the dwelling or permit it clearly as an accessory building, since the city will not let an accessory building be lived in unless it authorizes that. A domestic well outside the city needs a drilling permit from the Idaho Department of Water Resources and a licensed driller.
